Question Marks all over the install page

Dear Support,
 
I am in need of some urgent help. I just recently purchased the blogsolution script.
 
I am getting question marks all over the install page.

I am getting the same question marks even when executing this script using PHP CLI.
# php install.php
? ?x???~???=???
================================================================
 
- I uploaded in binary / Even tried uploading the zip and extracting in binary on server
- Used IE and Safari to test and both the same question marks all over the screen
 
Please help.
