I saw that my vps host server has ip feature, please what do i need this for.
How do i use it with blogsolution..

I am not sure what that "ip feature" is or does. You shoud first askyour host support what that means..

I think it is about not allow google to flag my blog because they are comming from one ip address, i will like to know maybe Blog solution has this facility, which will not allow google to flag your blog because all are comming from one ip address.
 My hosting plan include 3 dedicated ip for me, i will like to know how i can make use of the dedicated ip for BS.
 I am very sorry if i sound stupid, it is due to the fact that i am very new to all these.

Well, you can just install BS on 3 domains instead of one, put each domain on it's own IP, and instead of creating 300 blogs on one doain, create 100 on each of the 3 domains, basically split and spread the blogs over multiple domains and IPs

Which brings up the question? Would it be more advisable from a "safe" standpoint to have the IP addresses
scattered across more servers or does that not matter?
Case in point: I have one VPS now. How many domains should you put on one VPS?
(I plan to put 500 blogs under each domain)
Is it OK to put 10 domains under one VPS? (granted I have the number crunching horsepower)

10 domains of 500 blogs on one VPS should be douable. You will just need to spread the load over the day, like setup cronjobs at difefrent hours, for each domain (with 10 domains and 24 hours a day you can add one domain job every 2 hours)

         But as far as the search engines go, they are not going to ban someone based on a high number of websites or blogs coming from an individual VPS. Say a VPS that has 10 domains @ 500 blogs per? That is
a concern I have, I just don't want to invest all the effort and then end up getting banned.

Well.. think about free wordpress hosting services. They host 1000's of blogs on same IP usually. The blogs or serice does not necesarrily get banned. Is not really how much your create, but what you post on them.
